Accountant II - Part Time
Department: Public Works
SUMMARY
This position is responsible for the organization, assignment, review, and/or performance of tasks to account for the funds of a division, department, office or program by planning, coordinating, and administering comprehensive fiscal operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Review and advise on all budgets for Public works divisions; prepare and meet with Public Works Administration to advise and analyze at regular intervals
Meet monthly with each Public Works division to review budget and ensure projects are on task
Assist with all Public Works purchase orders request
Build and maintain budget reports for all Public Works divisions
Prepare Public Works annual budget to present to Finance
Provide financial management for all Public Works projects
Provide Inventory management for Public Works
Manage and supervise the payment and receivables for all Public Works divisions
Work with Public Works divisions on planning, directing and coordinating expenditure.
Assignments involve the analysis of laws, rules, and regulations pertaining to the installation, operation, and keeping of accounts for state agencies and the determination of the legality and propriety of its fiscal transactions.
Will develop, recommend, and/or implement improvements, adaptations, or revisions in accounting systems and procedures for Public Works.
Will develop and implement goals, policies, and procedures, ensure training and evaluation of Public Works staff.
Will plan, coordinate and supervise the activities of personnel engaged in accounts payable and receivables.
Maintain all records and documents related to Public Works operations and activities.
Prepare necessary reports for Finance Department
Perform all duties of Accountant I.
Perform any other assigned duties.
SUPERVISORY RESPONSIBILITIES
This position has supervisory responsibilities over 2-15 employees and 1-3 subordinate supervisors.

Requires extensive knowledge of accounting principles and practices, including budget preparation and administration.
Requires advanced language skills including composing, editing, and proofreading, as well as oral communication skills.
Requires ability to accurately record and compile information received from a variety of sources for preparation of various written documents.
Requires thorough knowledge of records management systems and procedures, including numeric, alphabetic, and subject filing.
Requires the ability to handle confidential matters relating to City concerns in a professional manner.
Requires the ability to establish and maintain effective working relationships with staff, general public and various other parties who interact with the City.
Perform all duties of Accountant I.
EDUCATION and/or EXPERIENCE
Bachelor’s degree (B.A.) from a four-year college or university in Accounting: and two years related experience and/or training: or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conforms to top management, public, groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor and analysis.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram for and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid Louisiana Driver's License.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to stand, walk, and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds.
