SUMMARY

Under general supervision, this position is responsible for the organization, assignment, review, and/or performance of tasks to account for the funds of a department, office, facility, or program.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

 

      Perform, review, and oversee accounting operations for different city funds; ensures adherence to established policies and procedures; ensures all accounting activities comply with local, state, and federal regulations and requirements; ensures compliance with generally accepted accounting principles.

 

      Review and supervisor the daily operations of the accounting division; verifies the accuracy of all transactions and data; identifies discrepancies; initiates and/or implement corrective actions.  Reviews and implements internal controls.

 

      Coordinates computer accounting operations and confers with Director to adapt accounting and other record keeping systems up to date and in compliance with needs.

 

      Assists Finance Director and Accounting Manager with Capital Assets; local, state, and federal grants programs; disaster/emergency declarations and FEMA reporting; Capital budget and Capital Improvement plan; and annual Audit.

 

Assignments involve the analysis of laws, rules, and regulations pertaining to the installation, operation, and keeping of accounts for state agencies and the determination of the legality and propriety of its fiscal transactions.

 

Develops, recommends, and/or implements improvements, adaptations, or revisions in accounting systems and procedures.

 

Perform duties of Accountant I and II.

Perform any other duties as assigned. SUPERVISORY RESPONSIBILITIES

This position has supervisory responsibilities over the accounting and clerical staff.

Excellent knowledge of principles, procedures, and methodology of accounting.

Ability to interpret and apply federal and fiscal laws.

Ability to supervise group of clerical/accounting staff.

The ability to get along and promote a harmonious working environment with vendors, supervisors, citizens, and co-workers is an essential function of this position.

 

Perform all duties of Accountant II.

 

EDUCATION and/or EXPERIENCE

Bachelor's degree (B. A.) from a four-year college or university in Accounting or related field; Four years related experience and/or training preferred.

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents; Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community; Ability to business memos, letters, and correspondence that conform to prescribed style and format; Ability to effectively present information to top management, public groups, and/or boards of directors.

 

MATHEMATICAL SKILLS

Ability to apply advanced business mathematical concepts and advanced Accounting principles. 

 

REASONING ABILITY

Ability to define problem s, collect data, establish facts, and draw valid conclusions; Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Louisiana Driver's License. Must have ability to be bonded.

 

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to stand, walk, and reach with hands and arms.  The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl.  The employee must regularly lift and/or move up to 10 pounds.
