SUMMARY

Under departmental direction, is responsible for coordinating, and supervising the accounting activities of the Finance Department.  Work is assigned through established operating procedures and reviewed through results achieved.  

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Supervises all accounting activities of the Finance Department, primarily accounts payable, accounts receivable, payroll, capital projects, grant accounting, investments, inventories, and fixed assets.

Implements and oversees accounting operations for the City; ensures adherence to established policies and procedures; ensures all accounting activities comply with local, state, and federal regulations and requirements; ensures compliance with generally accepted accounting principles.

Manages and reviews the daily operations of the division; verifies the accuracy of all transactions and data; identifies discrepancies; initiates and/or implements corrective action. Reviews and implements internal controls.

Manages capital assets; develops and implements capital asset policies; determines valuation and depreciation; maintains all related documentation.

Manages all local, state, and federal grant programs for the City including application review, account reconciliation, timely reporting and compliance with various grant requirements.

Reviews reconciliation of bank accounts; ensure timely and accurate payment of payroll taxes and sales tax.

Coordinates computer accounting operations and confers with the administration and department heads to adapt accounting and other record keeping systems to data processing.

Assist with all disaster/emergency declarations such as FEMA reporting, project worksheet preparation and tracking; departmental coordination with record keeping of expenses, force account labor and force account equipment.

Assist with coordination of the annual audit; compiles reports for the audit; assist with comprehensive annual financial report; submits confirmation notices for audits; researches and resolves problems with annual audit.

Assist the administration with the capital budget including the preparation of the annual capital budget and the five year capital improvement plan; oversee the financial process of capital accounting including contract monitoring, payment reviews, change orders, document filings, substantial completions; reconciliation of revenues to expenses. Work with various funding sources to ensure proper filing of reimbursement request documentation.

Assist the administration in the preparation of the annual operating budget; works with all departments to monitor budget spending throughout the year; monitor annual revenue receipts.

Perform other duties as assigned. SUPERVISORY  RESPONSIBILITIES

This position is responsible for supervising the Accounting and Finance Departments. 1-4 subordinate supervisors who in turn each supervise 5-10 employees report to this position.

Must be able to perform all duties of Accountant I, II, and III;

 

Must have excellent knowledge of accounting principles and practices, including governmental accounting principles;

 

Must have Very good knowledge of computer applications  and accounting software; and  

Ability to effectively work with and promote a harmonious working environment with the City Administrator, Mayor, City Council, other City Departments, other governmental entities, and the citizens on the telephone and in person; ability to work amicably as a team to accomplish individual and group assignments and goals.

EDUCATION and/or EXPERIENCE

Bachelor's degree (B. A.) from four-year college or university in Accounting, Business, Finance, and 6 years related progressively responsible management level superrvisory experience, preferably in governmental accounting. Certified Public Accountant, is preferred.

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret Business and Financial journals; ability to respond effectively to the most sensitive inquiries or complaints; ability to write business reports and letters; ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

 

MATHEMATICAL SKILLS

Ability to use and apply advanced business and financial mathematical concepts.  

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions; Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Louisiana Driver's License.

 

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear.  The employee frequently is required to stand, walk, reach with hands and arms, and climb or balance.  The employee is occasionally required to stoop, kneel, crouch, or crawl.  The employee must regularly lift and/or move up to 10 pounds.
