Superintendent, Refuse Collection
SUMMARY
Reports directly to the Director of Public works and is responsible for planning, organizing and directing the solid waste programs, recycling programs and activities of the City of Lake Charles along with supervising the employees of the Solid Waste division.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Provide data to the Director / Assistant Director as needed to support the Department. Plans, organizes, and directs all divisional activities.
Interviews and recommends job applicants.
While using available automation, provide statistically sound, accurate reports.
Analyze data, make recommendations and implement new procedures as required.
Counsels subordinates throughout the year to allow them growth and complete timely, accurate evaluations. Ensure subordinate supervisors do the same.
Adjust work procedures to reduce customer complaints and responds to customer complaints that can not be handled by subordinates.
Periodic review of internal operations (annual, bi-annual).
Directs all municipal Solid Waste programs and activities which includes the collection and disposal of residential refuse.
Supervises directly, or through subordinate supervisors, a large group of employees engaged in refuse collection, refuse disposal, and equipment operations.
Directs continuous studies on field operations; evaluates and recommends changes to policies and procedures for efficient collection and disposal of refuse.
Perform related work as required, complete other duties assigned. SUPERVISORY RESPONSIBILITIES
Manage subordinate supervisors who supervise up to 60 employees within the division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
QUALIFICATIONS

Must be familiar with all DEQ rules and regulations pertaining to Solid Waste Collection and Transport.
Must be familiar with the scheduling of garbage and trash pickup routes. Must be able to handle public complaints and resolve problems.
Must have experience supervising a large group of employees.
Must demonstrate computer proficiency in using office e-mail, and have a working knowledge of Microsoft Word and Excel. Must be able to adjust data within automated reports.
Ability to effectively work with and promote a harmonious working environment with the City Administrator, Mayor, City Council, other City Departments, other governmental entities, and the citizens on the telephone and in person; ability to work amicably as a team to accomplish individual and group assignments and goals.
- Develop and administer departmental goals, objectives, and procedures;
- Analyze and assess programs, policies, and operational needs and make appropriate adjustments;
- Identify and respond to sensitive community and organizational issues, concerns, and needs;
- Plan, organize, direct, and coordinate the work of lower level staff;
- Prepare clear and concise administrative and financial reports and budgets;

EDUCATION and/or EXPERIENCE
Associate's degree or equivalent from a two-year college or technical school and ten
(10) years related experience/training (must include at least two (2) years of administrative or supervisory experience). A Bachelor's degree is preferred if applicant meets the required administrative/supervisory experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; Ability to write reports, business correspondence, and procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages using common business math calculations.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions;
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
A valid Louisiana Class B Driver's License with Air Brake Certification is required.
