SUMMARY
Under general direction of the Accounting Manager, this position performs professional accounting work involving the application of professional accounting principles, practices, and techniques and the ability to apply them to municipal accounting situations. Responsibilities include providing leadership and guidance for statutory and ad-hoc audits of grant sub-recipients and conducting fiscal monitoring or sub-recipients along with preparing, examining, & monitoring accounting records, financial statements, and other financial reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Plan, coordinate, and supervise personnel in accounting and customer service functions. Responsible for one or more of the functions of grants management, budgeting, cash or revenue management, cost accounting, funds disbursement, payroll, accounts receivable, accounts payable or fixed asset management
Assist City Departments in researching and evaluating grants; Assist in writing and submitting grant proposals; Track and report grant allocations and changes.
Prepare grant reports, ensuring compliance with established deadlines and regulations.
Review supporting documentation to ensure amount billed to grants are in accordance with contract and grant regulations; reviews budget and financial reports for compliance with funding regulations.
Audits grant sub-recipients to ensure compliance with funding requirements relative to fiscal operations; makes appropriate recommendations for adjustments to internal controls and fiscal management systems to ensure compliance with the policies and expectations of grant.
Conducts site visits of grants and develops corrective action plans, if needed, to ensure implementation of corrective action plans.
Provides sub-recipients with training and technical assistance related to invoicing, compliance with financial requirements, and other fiscal matters.
Assist with annual audit and preparation of annual financial report.
Maintain expenditure and budgetary control accounts, and fees collected.
Prepare and process vouchers for payment of accounts payable and initiate journal entries for extraordinary accounting transactions.
Prepare journal entries and work orders for customer accounts.
Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES
May be responsible for supervision of other clerical and accounting clerks.

Must have advanced language skills including composing, editing, and proofreading, as well as oral communication skills;
Must have working ability to interpret and apply federal and state fiscal laws;
Must have the ability to supervise the work of a moderate number of accounts at one time;
Must have extensive knowledge of accounting principles and practices, including budget preparation and administration;
Must have the ability to accurately record and compile information received from a variety of sources for preparation of various written documents;
Must have a thorough knowledge of records management systems and procedures, including numeric, alphabetic, and subject filling;
Must have the ability to handle confidential matters relating to City concerns in a professional manner;
Regular prompt attendance is an essential function of this position; and
The ability to get along and promote a harmonious, working environment with vendors, supervisors, citizens, and co-workers is an essential function of this position.
EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A.) from a four-year college or university in a business related field; One to two years related experience and/or training preferred; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents; Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community; Ability to write grants proposals, correspondence, memos, and financial correspondence that conform to prescribed style and format; and Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentage s, area, circumference, and volume; Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions; Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
May require ability to be bonded.
Must possess a valid Louisiana Driver's License.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds.
WORK ENVIRONMENT
The noise level in the work environment is usually moderate.
Additional duties for Grants Accountant
- Conduct monthly reconciliations of grant accounts to ensure all payments have been accurately processed.
- Identify and resolve any discrepancies in financial records.
- Prepare and submit reimbursement requests to external agencies in accordance with grant agreements and organizational policies.
- Maintain comprehensive documentation to support all financial transactions and ensure compliance with audit requirements.
